Welcome to the City of Topeka Municipal Election page. The following information is provided to guide potential candidates through the election process.

 

Elected Officials

All City of Topeka elected officials serve four-year terms, including the Mayor. Elections for City Councilmembers are staggered, with five Councilmembers elected at one time and four Councilmembers elected two years later. There is no limit on the number of terms for elected officials. The annual salary for a member of the Council is $20,000 and the annual salary for Office of the Mayor is $40,000.

The Mayor is the chief elected officer of the city, responsible for providing leadership and taking issues to the people and marshalling public interest in and support for municipal activity. For more information on the responsibilities of the Mayor, visit the Mayor's page or call 785-368-3895.

The City Council has a number of standing committees to review items of business and hear from interested parties. These committees are the Economic and Community Development Committee, Long Range Planning Committee, Policy and Finance Committee, Public Health and Safety Committee and Transient Guest Tax Committee. All members of the Governing Body serve on the Joint Economic Development Organization (JEDO) Board. Candidates

K.S.A. 25-2108a requires a primary election only if there are four (4) or more qualified candidates.  If there are three (3) or fewer qualified candidates for any member district there will not be a primary election and the names of the candidates will be placed on the ballots in the general election. 

  • There will be a Primary Election for the Office of Mayor because four or more candidates filed.  The Primary Election will take place on August 1, 2017
  • There will be no Primary Election held for any of the Council Districts because three or fewer candidates filed.
  • The General Election for the Office of Mayor and Council Districts 1, 3, 4, 5, 7 and 9 will take place on November 7, 2017.
  • Terms will begin the 2nd Monday in January 2018, following the November General Election, or January 8, 2018.

Applying For Office

The deadline to file was June 1, 2017, at noon.  If you have questions, please contact the Shawnee County Election Office via email at electionoffice@snco.us or call 785-251-5900.


Qualifications

  • 18 years of age
  • A citizen of the United States
  • Councilmember - a resident and a registered voter in the district they seek to represent
  • Mayor - a resident and a registered voter in the City of Topeka

 


Filing Fees

  • Filing fee is $20 (payable to the Shawnee County Election Office)
  • State of Kansas Registration fee is $50. This fee is required by all candidates in addition to the filing fee (payable to the Shawnee County Election Office)

Candidate Nomination Petition Guide and Forms

Number of Signatures Required to file by petition

Candidates have the option to file a Nomination Petition in lieu of paying the filing fee. File a Nomination Petition with the Shawnee County Election Commissioner on or before noon of June 1, 2017.

  • Council District - Petition must be signed by 100 qualified electors of the council district or by a number of qualified electors of the district equal to 1% of the ballots cast in the district at the last general city election, whichever is less.
  • Mayor - Petition must be signed by 100 qualified electors or by a number of qualified electors equal to 1% of the ballots cast at the last general city election, whichever is less.

Ballot Measures

There are no referendums proposed at this time.
